Purely conjecture, but I'll assume the owl is resting on the tree of liberty--with the tree being played like a flute by death, and being "refreshed" with the blood of the Hydra/"tyrants."
If so, then I agree with rikocolin that the watch represents the Doomsday Clock, and shows the current five minutes to midnight of environmental/technological threat to mankind.
I'm basing this on the hydra and eagle symbolism found on laist.com's review of CRG's show.
